Are peeled potatoes whole food?

Is there a significant nutritional difference between mashed potatoes (or dumplings) made with or without the skin?

Here is a theory I made up:
Peeled potatoes are whole enough because most of the starches are bound to the inner fibers, not the skin.

But that could be wrong.
